Avenida de la Playa Infrastructure Replacement Project
A proposed improvement of storm drain, sewer, and water from the beach through the heart of the La Jolla Shores business district.

The City will be presenting the project at:

  • La Jolla Shores Association: Wed, Dec 14, possibly Wed, Jan 11 (subject to confirmation)
  • La Jolla Community Planning Association: Thurs, Jan 5 or Thurs, Feb 2 (subject to confirmation)

    Scope

    The project will replace up to 1,300 feet of existing storm drain main in Avenida de la Playa and replace the existing outfall structure at boardwalk/sea wall. Further the project includes replacement of 1,200 feet of sewer main and 150 feet of water main as well.

    November 30, 2011 Update: The community is working with the city to reduce the scope of the project to only include storm drain and utility installation from the beach to Camino del Sol as well as a new stormwater outfall structure on the beach. Further, the size of the outfall structure has been significantly reduced to minimize impact on the beach while respecting public beach access, emergency access, kayak launch operations, and the boardwalk.

    Purpose

    This project will primarily improve storm water service to the community while improving the water quality of dry weather flows and stormwater flows that are released to the ocean. It will somewhat reduce flooding and future maintenance costs. Due to the undersized storm drains on Avenida De La Playa, frequent flooding occurs, which contributes to pollution in the area and on the adjacent beach. As part of a State designated Area of Special Biological Significance (ASBS) by the California Ocean Plan, pollution and other discharges are prohibited in the waters off La Jolla Shores.

    Schedule

    Currently in design, the project is slated to start constuction in September 2012 and be completed prior to Summer 2013.

    Questions, Concerns?

    This project is being closely monitored by the La Jolla Shores Merchant Association, La Jolla Shores Association, the La Jolla Community Planning Association and Councilmember Sherri Lightner.

    Each of them have appointed representatives to the Construction Mitigation Advisory Group who is tasked with refining the scope of the project and to minimize the impact the construction of this project will have on La Jolla Shores merchants.
