Torrey Pines Road
A proposed improvement of the community's gateway between La Jolla Shores and the Village.

  Updates

Dec 2011:

  • V-calming signs are on order but have been delayed. City will install them as soon as they are received from the manufacturer.
  • Engineering completed on retaining wall in Segment 4; construction to be bundled with the roadwork in Segment 4.
  • No update on the status of the plans.

    History

    In 2004, the Ad Hoc Torrey Pines Road Committee was formed. The Committee consisted of residents and members of various community organizations in La Jolla and city staff. Robert Thiele chaired the committee and produced the report and website listed below.

    The Ad Hoc Committee met numerous times between November 2004 and November 2006. The Torrey Pines Corridor Study Report was completed and approved by La Jolla organizations in 2007.

    The San Diego City Council adopted the recommendations in December 2008.

    In 2009, Councilmember Lightner secured $500,000 to fund the preliminary design of the corridor, develop preliminary cost estimates, and to prepare the construction drawings for the first phase of the project.

    A private engineer was retained by the city and preliminary engineering was completed by the end of 2010.

    Community Process - 2011

    • La Jolla Community Planning Association: July 7, 2011
      LJCPA voted 14-0-1 to support Segment 4 as the first phase of the project.
      LJCPA also voted 14-0-1 to recommend:
      (1) The scope of Phase 1 shall include:
      (a) Councilmember Lightner's offer of two V-calming signs (to be installed as soon as funding is secured) and
      (b) a reduction in the width of the travel lanes over the entire length of the corridor to provide an important measure of traffic calming.
      (2) Secure all permitting and environmental clearances for the entire scope of the Project to facilitate subsequent phasing as well as opportunities for private-public partnerships.
      (3) As soon as possible but no later than Phase 1, relocate all city-owned structures located within sidewalks and trim all vegetation that interferes with sidewalks and bicycle lanes;
      (4) Improve coastal view access as called out in the adopted La Jolla Community Plan and Local Coastal Plan; and,
      (5) Repair safety debris fences

      T&T voted 5-1-1 to support Segment 4 as the first phase of the project.
